Do you really think the Federation would DO something like that?

If members of the Federation had to provide a one-person
hostage as a guarantee not to fight with each other,
then the Federation is in BIG TROUBLE!

This is a VERY silly story idea.
Unless you're determined to read every
Trek novel, feel free to skip this one.

I should give this one a zero.
